If you living in maharshtra state for more than ten years then you are eligible for maharshtra domicile .
Eligibility criteria for getting a domicile certificate, a candidate or one of his parents must have lived in that particular state for minimum 10 years .
As you have mentioned that your surname is included under obc category then you must apply for that , after getting obc certificate you will be eligible for obc category seat if you qualify neet as per obc norms .
Eligibility criteria for obc category for neet is that the candidate.must have completed class xii with minimum 40 % in physics, chemistry and biology.

As you have studied you Std x from Andhra pradesh and being there for more than ten years you will be considered as resident of Andhra pradesh .
Hence by law you must be having Andhra pradesh domicile so you will be able for AP State counseling .
