Yes, you can take professional courses such as CA along with your graduation. Although you might face problems in college attendance as most college will require 75% attendance compulsory and as you will be taking tuitions for your professional courses. JEE Main examination is conducted by NTA for the admissions to UG engineering programs offered by 31 NITs, IIEST Shibpur, 26 IIITs and 29 -Government Funded Technical Institutes (Other-GFTIs).
With this rank it is not possible to get NITs and IIITs however you can go for another attempt and get top NITs and IIITs colleges or there are many good other semi-government and private colleges which give admission on basis of JEE MAINs.

Yes absolutely you can apply for the aktu colleges as a other state candidate. Considering you will be applying for engineering then you need to give entrance examination to take admission in these colleges.
The AKTU is considered to be one of the largest Technical Universities offering number of programs along with NBA accreditation with various programs at comparatively lower fees. There are a total 700+ affiliated colleges in the U.P state. The placements are also decent with respect to the colleges. The average package of the top colleges is around 6-7L per annum .
Since you are failing one subject, that is Physics, then it would be better to give re examination for this only like you have suggested. There will not be any problem if you can clear this exam and present the marksheet before the NEET admissions begin.
However, this is the academic eligibility criteria for NEET 2023 -
Candidates must have passed 10+2 or equivalent with Physics, Chemistry, Biology/Biotechnology, and English as core subjects from a recognized board.
Class 12 or equivalent appearing aspirants are also eligible to apply for NEET.
There is no restriction on the maximum number of attempts for NEET either.

Admission in B.Tech courses will be offered through b scores and in B.Arch courses will be given through NATA scores. Admission is offered to the UG & PG courses in the field of engineering, management, etc
Candidates have to upload the given documents/certificates at the time of UPSEE (UPCET) Counselling 2022:
So yes you will get benefits if you submit your parents OBC certificate if you have done your 12th class from Delhi.

It can be difficult to predict cut off for a particular course or college since it changes every year. However, looking at previous year's cut off trends candidates from SC category required to score minimum 300-350 to get admission in government college for BAMS. With the marks you have mentioned about there are decent chances of your admission in government college. For admission under reserved quota you need to have a certificate/affidavit mentioning that you belong to that particular category. You can also apply through state quota of you belong to that particular state, since 85% of seats in all colleges are reserved by state quota as per the state counselling.
