Your percentile is not that much good so you can get even any good government college but you can take admission in some good private college.

GGSIPU is government recognized universities. They accept valid OBC-NCL certificates issued by the government of India if the candidate falls under the cental OBC list. Kindly note that if you fall under state OBC list then you will not get any benefits of reserved category in IPU. Moreover, they have reserved seats only for OBC-NCL candidates. And they need to submit the income certificate of father/family as mandatory.

Yes you can apply for both the scholarships as in India there is no limit as to the number of scholarships you can apply for unless one of the scholarships clearly mentions it in the eligibility criteria (like in case of Inspire fellowship).
My advice to you would be to apply for as many scholarships as possible to get higher chances of getting one of these scholarships (applying does not mean actually bagging one). All the best!
I believe being from OBC Category and studying at a National Institute like IIIT Surat, the institute will have some Merit cum Means scholarship scheme at par with Other IITs, NITs and IIITs. It is by far the best, most consistent and easily available scholarship scheme.

I will tell you details regarding the 85% state quota in UP for NEET. There are expected to be approximately 1,673 seats under 85% State Quota (source https://medicine.careers360.com/articles/neet-cutoff-up ). Out of these 15% are reserved for SC meaning 251 seats are reserved for SC , for ST it is 7.5 meaning 125 seats, for obc it is 27% meaning 452 seats and PwD has 5% reservation menaing 84 seats.
