As per the rules of UPSC, you will need to qualify your graduation or be in the final year of graduation in order to be allowed for the exam. As per your details, you will not be in your final year of graduation by 2021but maybe in the 2nd year. So you cannot sit for the examination. Also you need to be 21 years of age.
