You can attempt UPSC CSE exam in 2025 as the minimum age limit for this exam is 21 years as of 1st august of the year of examination , Yes you can give this exam in final year of your graduation as it is allowed by UPSC .
I would suggest you to pursue BTech as it also act as a good enough backup plan for you if incase unfortunately you fail in UPSC as there are very good chances of getting a placement if you do some hardwork from your side .

With just 12th PCMB you cannot appear in UPSC civil services examination.
This is because,
To be eligible you need a graduate degree
So after your 12th you need to pursue graduation like BA, Bsc, Btech or any graduation course in any discipline from a recognised university to be eligible.
For reference, UPSC eligibility criteria is provided below:-

With qualification of just 12th you cannot appear in UPSC civil services examination.

Union Public Service Commission (UPSC) conducts various entrance examinations such Engineering Service Examination (ESE), National Defence Academy (NDA), Combined Defence Service Examination (CDSE), Civil Service Examination (CSE) and other such. If you are enquiring regarding Civil Service Examination then you are eligible to apply it if you have passed B.Tech examination or appearing in the final year of B.Tech examination. You must be minimum 21 years as on August 1 in the year of examination and the upper age limit is 32 years as on August 1 in the year of exam however, there is relaxation on upper age limit for reserved categories:

Yes you can appear of UPSC CSE for IAS posts after completing B.Pharm., this is because for UPSC CSE the candidate should have a bachelor's degree with at least one of the subjects namely Animal Husbandry & Veterinary Science, Botany, Chemistry, Geology, Mathematics, Physics, Statistics and Zoology or a Bachelor's degree in Agriculture, Forestry or in Engineering from any recognized central or state university and after completing B.Pharm. you will be having a bachelor's degree so you can appear for it.
Common eligibility criteria for UPSC CSE is given below :-

As per the IAS age limit eligibility criteria, those between 21 to 32 years as of August 1, 2023, can fill out the UPSC IAS application form. As will be 21 years of age you will be eligible for UPSC 2023 exam as long as you hold a graduation degree in any discipline from a recognized university. Hope you are doing great. So, according to the age limit mentioned by UPSC, you need to attain 21 years of age by 1 August, 2024. But, as you are born in the month of November, 2003, you are still not eligible, you will only get 20.9 months. So, you will be eligible to give the exam, in the next year, i.e., 2025.
