Hi,
Yes you can write the upsc exam after completing graduation in Bsc Genetics. Candidates must graduate from ugc approved university and completed 21 years of age are eligible to write exam. Arts ,Commerce, science and other graduate students are eligible for upsc cse exam.

In order to appear for UPSC exam you have to meet the eligibility criteria. The eligibility criteria dictates that the candidate must have a bachelor's degree in any discipline in order to appear for the exam. It doesn't matter what subject you have graduated in. However, if you choose the subject you have graduated in, as one of your paper in the UPSC exam , then it mught help you score better.

According to the age limit criteria set up by UPSC, a candidate needs to age atleast 21 years to write the UPSC Civil Services examination. SO following that you cant appear for the same in year 2023. Also following below is the set of educational eligibility criteria for UPSC CSE:
IAS educational qualification
Bachelor's degree ( BA , B.Com , B.Sc , BBA , BCA , B.Tech etc.) with at least one of the subjects namely Animal Husbandry & Veterinary Science, Botany, Chemistry, Geology, Mathematics, Physics, Statistics and Zoology or a Bachelor's degree in Agriculture, Forestry or in Engineering from recognised university.

According to CDS Exam eligibility criteria, for Education Qualifications, it states that
Candidates who are studying in the final year/semester Degree course and have yet to pass the final year degree examination can also apply provided candidate should not have any present backlog upto the last semester / year for which results have been declared upto the time of submission of application and they will be required to submit proof of passing the degree examination at the time of commencement of course to reach the IHQ of MoD (Army)
Therefore, if you have backlog of a whole semester then you will not be eligible, only after clearing the backlog you can apply for the exam.

Candidates belonging to General category and OBC (creamy layer) must have attained the age of 21 on 1st August of the year of the Exam but must not have attained the age of 32 on 1st August of the year of the Exam.
Since you wouldnt have attained 21 years of age , you cannot give the exam in the year 2024 thus you would be eligible to write in the year 2025

The most basic eligibility criteria is to complete your college degree in any of the specialisation from a recognised university or college. The various educational requirements in terms of the IAS eligibility criteria are given below:
UPSC examination qualifications: Candidates must have a degree from a State-recognized University or a similar qualification.
Students in their final year or waiting for results are also eligible to appear for the first UPSC Examination. All those students who may be enrolled in the IAS exams must provide proof that they have passed the prescribed examination and the application for the main IAS exam.
Students with professional and technical qualifications recognized by the Government as equivalent to professional and technical degrees.
Medical students who have completed their final year of MBBS, but who are about to complete their internship also have IAS qualifications. However, with the application for the Main Examination, a certificate of completion of the course (including internship) from the relevant University / Institute management must be submitted.
Category wise UPSC CSE age limit, relaxation and maximum attempts-
General Category & EWS: 32 years; 6 attempts.
