The various educational requirements in terms of the IAS eligibility criteria are given below:
UPSC examination qualifications: Candidates must have a degree from a State-recognized University or a similar qualification.
Students in their final year or waiting for results are also eligible to appear for the first UPSC Examination. All those students who may be enrolled in the IAS exams must provide proof that they have passed the prescribed examination and the application for the main IAS exam.
Students with professional and technical qualifications recognized by the Government as equivalent to professional and technical degrees.
Medical students who have completed their final year of MBBS, but who are about to complete their internship also have IAS qualifications. However, with the application for the Main Examination, a certificate of completion of the course (including internship) from the relevant University / Institute management must be submitted.
Category wise UPSC CSE age limit, relaxation and maximum attempts-
General Category & EWS: 32 years; 6 attempts.
OBC (with certificate): 32 years + 3 years; 9 attempts.
SC/ST: 32 years + 5 years; unlimited attempts.
Physically Disabled: 32 years + 10 years; Gen/OBC/Person with Benchmark Disability(EWS category)- 9 attempts & SC/ST unlimited attempts.
Jammu & Kashmir Domicile: 32 years + 5 years + (3 years, if OBC OR 5 Years, if SC/ST); Number of attempts depends on the reserved category.
Disabled and discharged Defence service personnel: 32 years + 3 years + (3 years, if Gen/OBC OR 5 years, if SC/ST)

As you know so much on the things about age limit and all so you also must be knowing that to crack UPSC exam a candidate must be a graduate from any recognised University doesn't matter in which stream you did your graduation.
As you have mentioned that you don't want to do engineering so no problem you are having lots of choices to do in your graduation.
See you don't want to do engineering then you can do graduation in bachelor of arts which most of the students who want to prepare for UPSC exam and it helps them so much because most of the syllabus coincide with the syllabus of UPSC CSE exam but still if you don't want to do to this graduation you can do some technical things also not engineering but Bachelor of Science which would not be that much Lengthy like engineering and you will be getting a lot of time to prepare for UPSC CSE exam.
Again if you don't find these things helpful you can do anything in whichever you feel interest as academics too matter very much.

It's good that you know a little french language but it will not help you in your ba history,if you have interest in French then it also have a good scope in future and increasing day by day ,on the other hand upsc is all about hardwork and hardwork ,you have to do a lot of hardwork to acheive that goal .I just clear you french language has no connection with ba and upsc.Now decision is yours

No, you are not eligible for UPSC 2024 with your date of birth on 2nd August 2003
This is because,
You need to be at least 21 years old to be eligible as on 1st August 2024 for UPSC 2024 but you fail to fulfil this as you will be 21 years old on 2nd August 2024 with your date birth i. e after 1st August 2024 and thus not eligible for UPSC 2024
You will become eligible in 2025 i. e for UPSC 2025
For reference, UPSC eligibility criteria is provided below:-
*******You must have a bachelor's degree in any, discipline from a recognised university.
*******Minimum age limit :- you need to be at least 21 years old to be eligible as on 1st of August of the year of filling the form.
