Yes you can give the UPSC exam. The only eligibility criteria for the UPSC exam is to complete the graduation and obtain a degree certificate for the same. However you should not have any kind of arrears for the same.
Eventhough you are a paramedical you can write the UPSC exam if you completed any degree.
