So, a bio student can give JEE Mains only when the student has Maths as an additional subject and appears in its board examination and secures good marks (such that total percentage of PCM is higher than or equal to 75%(GEN) or 65%(SC/ST))

Yes UPTU is cancelled now the colleges that previously took admission through UPTU, will be considering JEE Mains score now.

See form this year UPSEE/UPTU entrance examination has been scrapped and now the engineering institutions of Uttar Pradesh will take admission on the basis of score of JEE-Main which is conducted by NTA and anybody who fulfils the eligibility criteria of JEE-Main can appear in it.. On December 16th 2020 the application process for JEE-Main 2021 February attempt has been started by National Testing Agency (NTA) which is the conducting authority for JEE-Main 2021. You can apply for JEE-Main from the official portal of JEE-Main which is given below :-

Note that this application process will continues till January 16th 2021 and last date for payment of application fee is January 17th 2021 after which neither application nor application fee will be accepted and then after the correction window will be opened for the applicants from January 19th to January 21st 2021. Admit cards will be available for download from second week of February 2021 and the examination will be conducted from February 23rd to February 26th 2021 in two shifts per day, for February attempt.

A candidate will also have option to apply for one Session or more than one Session (February/ March /April /May 2021) together and pay exam fee accordingly. In other words, if a candidate wishes to apply only for one Session, he / she has to pay Examination Fee only for that Session during the current application period and will have opportunity to apply again for the March/ April / May Sessions.

I will suggest you to wait as the candidates, who were allotted a seat but have exercised “Withdraw” Option after allotment, he/she will be automatically treated as WITHDRAWN from the Counseling Process and the seat allotted to such candidates will be cancelled and shall be treated vacant. The registration fee of such candidates will be cancelled and shall be treated vacant. The registration fee of such candidates, after deduction of administrative charges with a rate of Rs 2000 per round of counseling in which the candidate has participated, shall be refunded online in the same account.

BETUP (Uttar Pradesh Board of Technical Education) is a board which provides affiliation of collages.

UPTU (Now AKTU) is public collegiate university which offers certain courses.

Here, UPTU is a collegiate university in which functions are divided between a central administration and a number of constituent colleges.

Difference You may find here is BETUP and UPTU both offers course and affiliation but BETUP is a Board Standard whereas UPTU is public collegiate university.

UPTU spot counselling is conducted for the vacant seats after the last round of counselling and its only for the seats available in Government/Government Aided colleges.

There is no UPTU spot counselling for Private colleges. Its only for Government/Government Aided colleges.

It seems that you might have entered your incorrect rank because on such rank you cannot get any college through UPSEE/UPTU Counselling but as you have mentioned that you got ECE branch in any particular college so you might have secured your rank 2100. So in perspective of such rank you can get some more colleges in spot round counselling with ECE branch under Open state quota :-
