According to the official guidelines of UPTU the seat reservation under defence quota goes by the saying:

"UPAF (UP Armed Forces)Quota - 05%
Sons / Daughters of defence personnel of U.P. either retired (superannuated) or killed/disabled in action or defence personnel posted in U.P./defence personnel domicile of U.P. &  posted outside U.P."

Police forces are not counted under defence/armed forces so you will not be eligible to get a seat under UPAF quota.

At this high rank there is a very low possibility that you will get a good college and that too with a decent branch only one thing you can do and that is that you may take admission in a private college on a management quota but my advice to you would be not to do so as private colleges only advertise but actually don't have infrastructure or teachers to produce good engineers please re attempt jee and join a good college next year.

You if your Ews category rank is above 65k then unfortunately you can't get a cse seat at your preferred college.

To get a cse seat you must get under 5k crl rank. You may not be eligible for other good engineering college as well in any branch with this rank of yours. So try to take a drop and score 99+ percentile to get cse at some good engineering college of the country.

as you mention that your jee main rank is 519554 and you belong to ews category and your rank is59865

at this rank if you want best college then i will suggest to give next attempt at jee main and you with hard work and great effort . and get good rank

then after through the counseling you will get good colleges

I would like to tell you that for admission through uptu counseling it is better that you go with a UPSEE rank in hand but JEE Mains score is also acceptable.  Now as you may know that there are very less government colleges in UPTU but you can also choose private colleges,  infact some of them are better than government college and hard to get too. With this rank in JEE mains you will get some colleges with the branch of your choice.
