There are many top universities in USA that accepts IELTS score. Many universities also accept TOEFL score. The score of exam accepted by every university is different. Different criterion regarding score are set by different universities. You can check out the official websites of the universities for the accepted IELTS or TOEFL score.

The formal procedure for university programmes starts around September, and goes up to February-March. However, if you wish to seek fellowship by mailing professors of interest, you should start early. You could start mailing 8-9 months before the actual beginning of your fellowship.

If you can get into a tier1 or tier 2 college in India, prefer it over foreign universities. The education quality and scope is same in Indian tier1/2 and foreign universities for UG, but education abroad is way too expensive. However, if you do not have a problem with shelling out a lot of money, you can go abroad too.

In the US, Medicine is usually studied after Pre Medical Course. In Indian standards it is Bachelor's degree. You have to complete your Pre Medical Course and then study Medicine if you want to study Medicine in the US. That's the reason MCAT is usually taken up after your Graduation or Pre Medical Course. But NEET is taken after 12th in India. But you cannot study Medicine in the US with your 12th qualification.

For admissions into Medical colleges abroad, you need to have a minimum of 50% in your 10+2 but for a better college, high academic score is required.

With NEET, you need to qualify Medical College Admission Test (MCAT) for admission in US Medical college and TOEFL/IELTS as a mandatory language test for studying abroad. Procedure for admission in colleges abroad is:

• Give your necessary entrance exams and test and score as better as you can
• Apply to all colleges you wish to study for pursuing MD (equivalent to Indian MBBS)
• Providing your your scores, attach your Letter of recommendation, your extra curricular and make a good approach through your application.
• After a fixed period of time, the results would be out by the particular university and accepting the offer you will have to pay necessary fees for which it may be funded(if applied) or student's loan
• Apply for VISA application and report to your particular university abroad for completing the admission, do arrange your living and accommodation facility there

The ranking is important, You should look at that but as you having the conversation with the Individual universities you are looking at pay attention to the resources they have, Pay attention to the programme that they have & the opportunities they have that’s also important.
