Uttar Pradesh has total 7428 MBBS seats. Out of these seats 3178 seats are government MBBS seat in 26 government medical colleges and remaining 4250 seats are present in 31 private medical colleges.
The fees of these government seats is quite reasonable with maximum fees being 2.5 lac for complete 5.5 years whereas the private colleges fees ranges from 11 lac to 20 lac per year.

------- If we go by previous year data for NEET UG Counseling for Uttar Pradesh then after the 2nd round of Counseling, last candidate from General Category to get MBBS seat in Government Medical College had scored 601 marks and he got seat in Autonomous State Medical College, Jaunpur.
So if we go by this data, your chances don't seem that fancy in the intital round of Counseling.

If in 2023 the 75 percent criteria for JEE mains remain, you will not be able to appear in the exam. In case of AKTU, the requirement is 45% so you will be eligibile to obtain government college by UPSEE counselling (AKTU college). It will depend on your marks though.

As you have not mentioned your Caste Category so I'm considering it as General Category and providing information based on it.
It is difficult to determine exactly in which college you can get BAMS seat in Uttar Pradesh Colleges because cut-offs varies from year to year and many factors influence them.
But assumption can be made using previous year's cut-off trends. As you have not mentioned your Caste Category, I'm considering it as General Category.
Based on previous year's cut-offs you have somewhat less chances of getting BAMS seat in Government BAMS Colleges in Uttar Pradesh for your NEET UG score. So, try for seat in Private Colleges or Management quota seats in good Colleges.

If you are of OBC-NCL category and have valid OBC-NCL Certificate either it is of your state or of other states does not matter but if you belongs any further sub-caste then that caste should be mentioned on your reservation certificate other you will not get the benefit of reservation although you will get the reservation benefits of OBC-NCL which has 19% reservation through MHT CET 2021 Counselling.

So according to the data, on such marks and category you have almost no chances for any of the government medical colleges through state quota counselling because in 2020 the closing cut-offs for SC quota were above 460 marks but you have good chances of getting some private medical colleges in UP under state quota according to previous year's cut-off.

Your expected marks is not as ideal to get a govt medical College in both state quota counseling or AIQ counseling.
I hope you are from Gen category as you haven't mentioned any category name.
Neet cut off marks for govt medical College in AIQ counseling for Gen category students went almost upto AIR 20k and 600+ marks.
Also in up state counseling cutoff marks was almost same as AIQ and it went almost more than 605+ marks.
So at your expected marks, you can get private medical colleges only in state counseling or AIQ counseling. So if you want private medical colleges then you can go into the counseling as per your choice.
First of all he has to be leave the bams college and obtain all the original documents from the college to attend neet counseling. For leaving the course in between he may have to pay some bond amount or whole course tution fees to get all the original documents and transfer certificate.
After getting all documents,he can attend the state quota counseling or AIQ counseling as your finance allows you.
