Yes , you can definitely get a seat in Uttar Pradesh even if you belong to West Bengal.
You will get a seat in All India Quota that is 15%.
But if you apply for a seat in West Bengal you will get an 85% state quota, and the cut off for West Bengal is lower than Uttar Pradesh.
So it will be better if you apply for both the states with higher chances of getting a seat in West Bengal.

Hope you are doing great as per the question asked by you yes you can certainly claim your O.B.C category in N.E.E.T if you have certificate. For securing a seat under all india quota you need to have a central O.B.C certificate and for admissions under state quota you need to have O.B.C certificate of state then only you can claim reservation.

Since mbbs seats are filled through neet and kcet is state level entrance test which is for agriculture, Pharmacy other science streams.
There fore you have a good score in neet you have chances of getting in government college, don't worry about private colleges.there are bit luxurious and many of them can't afford
private colleges takes students who score 350 marks around.and fee structure in government is quite affordable it is nearly 2000-50,000 per year whereas in private it takes 10 lakhs per annum and 50 lakhs total course
Private colleges also provides scholarship based on rank obtained and family income must be less than 8 lakhs

According to the reservation criteria of NEET 2021, if a candidate falls under the central OBC list then he/she will be allowed to avail benefits of reserved category. As you mentioned that in OBC central list, you do not fall in the reserved category, so you will be treated as a general/open category candidate, thus you need to fill General category in the NEET application form.
