Apart from AIIMS MBBS program , AIIMS offers a full time Bachelor in Audiology & Speech Language Pathology with a duration of four years. You have to apply from the official website when the dates come. The final selection criteria is based on the AIIMS Raipur BASLP Entrance Exam. The eligibility for this course is the candidate must have passed 12th or equivalent from a recognised board with Physics , Chemistry and any of the following subjects ( Biology, Mathematics, Computer Science, Statistics, Electronics , Psychology with minimum 50% aggregate. The cutoff is 45% minimum aggregate.

In order to answer your question let's first see the state quota eligibility of both UP and Delhi.
DELHI
In order to be eligible for the Delhi state quota seats, you need to have passed your class 12 from any school located in Delhi- NCR, affiliated to boards :-CBSE, ICSE or JMI.
As you are appearing for your 12 th from UP so you are not eligible for Delhi state quota.
UP
You need to fulfil any one of the following in order to be domicile of UP and thus be eligible for UP state quota :-
You must be native of UP and your father should be a Resident of the state of UP.
Your parent/s should have lived UP for at least 3 years.
Your parent/s should be working with the Government of India.
If you have passed your 10th and 12th from the state of UP, then you don't need to furnish domicile certificate and you will be eligible for UP state quota
If you have have passed either your 10th or 12th UP, then you need to furnish UP residence proof of your parent/s in order to be eligible for UP state quota
So, if you satisy anyone of the above points then you will be eligible for UP state quota
For example,
If you pass both 10th and 12th from UP then you are eligible for UP state quota without any domicile certificate.

Uttar Pradesh State Engineering Entrance Examination has been scrapped off and from the academic year 2021-22 the admission will be on basis of merit in JEE Main. So you need to appear for JEE Main and apply for counselling conducted by AKTU for admission to Under Graduate Engineering courses. JEE Main April session and JEE Main session are postponed. Hello aspirant, first of all congratulations on getting 95.5 percentile in JEE mains. In this percentile your expected JEE rank is around 48k-50k. At this rank you won’t get CSE or IT in any IIITs. However there are several other college options available that you can explore -

You haven't mentioned the name of the college but yes in general admission in Engineering College of UP is the basis of its own state level entrance examination called UPSEE i. e Uttar Pradesh State Entrance Examination
But,
From this year UPSEE entrance examination has been scrapped off and now admission in engineering colleges accepting UPSEE will be on the basis of jee main so you need to appear for JEE main examination .
So, you need to appear for jee main

In order to appear for jee main you need to be eligible for it

JEE main eligibility criteria is provided below :-
Eligibility criteria says that:-
-) Qualification required :- to be eligible for JEE mains for BE or Btech you need 10+2/equivalent qualification with Physics, mathematics and anyone of Chemistry or Biology or Biotechnology or Technical Vocational Subject.
-) Passing year :- one is eligible for JEE main examination for consecutive three years starting from the year of appearing for 12th /equivalent examination i. e to be eligible for JEE mains 2021 you should be either appearing for 12th board exam or equivalent in 2021 or should have passed it in 2020 or 2019
-) There is no age limit to be eligible
-) there is no minimum percentage requirement to be eligible for JEE Mains, you just need to have passed your 12th
But yes,
To be eligible for NITs, IIITs, CFTIs one needs at least 75% marks in class 12th if belongs to General or OBC category or or at least 65% marks in class 12th if belongs to Sc or St category. For this year i. e 2021 this minimum percentage requirement of 75% - 65 % has been lifted off.
