You have studied in Mumbai University and  your schooling is in Mumbai as a General category student but you have mentioned that your parents   belongs to OBC category,you are  in a fix to which category you will apply for UPSC. If your parents belongs to OBC creamy layer then no reservation is entitled to the candidates for any kind of job and education.

Creamy layer OBC candidate is treated as General category candidate. If parents  annual income is excess of rs 800000 this obc candidate treated as general category candidate.

So  you will apply for UPSC exam as a General candidate.

Well you are only allowed to take the benefits of state counseling from one state and that state being your state kf domicile. You cannot have domicile from two different states. So if you have domicile of maharastra then you can only apply for state quota counseling in Maharashtra and cannot apply in Uttar Pradesh and vice versa.

You just need to get your document verified by the concerned college and it doesn't matter if you are from Uttar Pradesh or somewhere else. NTSE application form for Chhattisgarh, Meghalaya, Uttarakhand, Nagaland and Himachal Pradesh has been released. It is expected that the exam of other states will release the NTSE 2021 application form in October/November 2021

Understudies need to download the NTSE structure 2021 from the authority site of NTSE. They need to submit asked documents too, while presenting the NTSE 2021 application structure. The NTSE stage 1 tests will be held in various dates in January 2022. Though the stage 2 test will be hung on June 12, 2022. Aspirants need to fill the stage 1 structure 2021 preceding the NTSE application structure last date. Stage 1 passed understudies no  reason to fill a different NTSE application structure 2021 for stage 2 .
