Every college has different criteria of scholarship which they offer to the students. Generally, scholarships are offered on the basis of merit score or academic excellence of a student. Adding to this, The tuition fee waiving policy is also different of every college. So, you can list down the names of the colleges you have considered so that I can give you more information.

First of all you cannot have two domicile certificate it is considered to be illegal. As domicile certificate needs your residence and land proof. I think you will have domicile of your father's native state i.e., UP and you can apply state counselling for that state. You can apply for AIQ counselling too.
But you cannot have two domicile certificates as domicile certificate includes
Proof residence
Birth and school certificate
Driving license
Land papers., Aadhar card etc.,

As you don't have any domicile certificate of Maharashtra, so being a General-UR aspirant it's just impossible for you to grab any kind of Government or Management seats even in any private Medical College in Maharashtra through 15% All India qouta. So it'll be better if you leave the hope in this regard.
However you can try for very few Private BDS colleges and several BAMS, BHMS Colleges suitable as per your marks in Maharashtra through 15% AIQ. You should try for 85% State quota in your residential state where you've enough possibilities for private MBBS colleges.

Ofcourse you can get seats in Maharashtra but for that your rank needs to be eligible for admission in that particular college your rank should lie between 20,000 to 50,000 to get admission in Maharashtra .I will attach the link for college predictor and NEET Maharashtra cutoffs check the cutoffs with your rank and see wihich colleges you are eligible for

It is not clear as to which page are you in. The official website states that the Registration process will begin soon. So you cannot register yet. Once the registration process begins, you need to use the page: https://upneet.gov.in/Registration/candidateLogin.aspx to register and then login.

UP ayush neet 2020 is the state centralized online counselling process through which a candidate can apply to ayush courses in various government/private ayush colleges affiliated to the state medical university of Uttar Pradesh . AYUSH 2020 counselling will be conducted in an online mode. The counselling of AYUSH UG courses will be conducted for admission to the 15% seats of government and government-aided institutes. For National, Private and Central universities, 100% seats will be filled through the AYUSH counselling 2020.
To get government medical college in Uttar Pradesh EWS category candidate must score atleast 570 and above in NEET. If you score 570 and above in NEET you can get government medical seat through state level quota in Uttar Pradesh. Your score are good but not sufficient to get government medical seat in UP. There are chances of yours to get semi government and good private medical colleges with these score in UP.
