The exact dates of uttar pradesh neet counselling for 85% state qouta is not announced yet. The counselling will be conducted by the Directorate general of medical education and training, Uttar pradesh.
However the expected dates are
Round 1
Registration - last week of October 2020
Choice filling - first week of November 2020
Seat allotment - first week of November
Report to allocated Institute - second week of November
Round 2
Registration - third week of November 2020
Choice filling and documents verification - last week of November 2020
Seat allotment - first week of December 2020
Report to the allocated Institute - second week of December 2020
These two rounds are finally followed by mop up round.
The exact dates are not yet released, this is just an expected date.

You have not mentioned to which category you belong to. Assuming you belong to general category, as per 2019 cutoff for mbbs colleges, the chances of getting a government college is less with 457 marks. You can however, get private institutions like Sri Ram Murti Smark Institute of Medical Science, School of Medical Science Noida, Rohilkhand medical college and hospital, Subharti Medical College etc.

a candidate who does not belong to Karnataka state and has no domicile of it, then he/she can apply in the private medical colleges through management quota. The All India counselling is done for Government Medical Colleges in Karnataka. Most of the private medical seats are allocated to state quota. If you want to apply through state counselling, you are required to have completed class 12th in Karnataka or you should have domicile certificate of Karnataka.

Hope you are doing well. As per your query there is no such colleges in Uttar Pradesh which are only reserved for SC/ST candidates. Rather a percentage of seats are alloted for the reserved category candidates. 22.5% for SC and ST and 27% for OBCs. Though it may vary depending on the institution. Hope you find this helpful. You can't get into government colleges from state counselling without a domicile of that particular state but you can definitely opt for private colleges of that stare. Almost all states allow this all india quota counselling although the reservation percentage might be low and it varies from state to state. Some most popular state counsellings for non- domicile students are maharastra counselling, chattisgarh counselling and west bengal counselling.
