As of now its quite tough to say because each year the cutoff of colleges changes due to many factors like total students appearing for exam,difficulty level of paper,previous year trends etc but based on previous years trends 121 marks in neet cannot fetch you a seat in medical colleges of India.You need atleast 400+ to fetch a seat in good college.you can refer to the following : NEET College Predictor 2021 - Predict Colleges based on your Rank

In order to download the previous year question paper of Uttarakhand Board you can consider visiting the official website of the Uttarakhand State Board where the previous year papers are made available. But there are no papers available for the paper Music (on the official website).

As your domicile is Uttrakhand and you have Domicile Certificate in Uttarakhand, you are eligible for State Quota in Uttrakhand only. You cannot get that benefit in Delhi.
So, you must have valid NEET UG score to participate in Counselling. You can get seats in Delhi Government Colleges through All India Quota also.

It is difficult to determine exactly whether you can get BAMS seat in this College or not because cut-offs changes from year to year.
Cut-offs depends on many factors like
--> Number of students appeared in the exam
--> Caste Category
--> Number of seats available
--> Difficulty level of the students, etc.
But based on previous year's cut-offs you have less chances of getting seat in this College for your NEET UG score. You can try other Colleges or can go for Management quota seats in good Private Colleges.

As of now, no official dates have been announced regarding AYUSH Counselling for the state of Uttarakhand. However, counselling for MBBS/BDS has already started from 25th January, 2022. So, we can expect that, AYUSH Counselling will start most probably from 2nd or 3rd week of February. You are advised to keep visiting the official website - https://uau.ac.in/ on a frequent basis for latest updates on AYUSH Counselling in Uttarakhand.
Also the registration for Round 1 of All India AYUSH Counselling had already started from 29th January, 2022 and got ended today (3rd February, 2022). Round 2 is scheduled to start from 18th February, 2022.
