I have an EWS certificate valid till Feb. 2020 and it is now June, Can I apply my previous EWS certificate for newer vacancies? It takes at least 15 days to make a new certificate and the last date for the form is near the end.

I would suggest you to contact the authorities or conducting body for which you are applying because EWS certificate is valid upto one year only.
As you have mentioned that your EWS certificate was valid till Feb 2020 so you need to apply for new EWS certificate because you have show your current certificate.
EWS certificate is valid for only those candidates whose:-
1- Family income is less than 8L per annum.
2-Does not own more 1000 sq ft of flat
3-Does not own more than 5 acres of land.
Is it compulsory having 12th from Himachal board for hptet vacancies?

No, it is not mandatory to complete 12th from Himachal Board for HPTET 2021. The eligibility criteria says that :
- candidate must have atleast 50% in senior secondary level and a diploma degree in Elementary Education
- The candidates who possess 45% in graduation and have passed or appearing in 1-year Bachelor in Education (B.Ed) are also eligible.

Is it compulsory completing 10 th or 12 th from Himachal board, for hptet vacancies?
As per the HPTET criteria there are no mentions about the board you have studied in. The eligibility contains that you should have scored more than 50% in 10+2 and passed your graduation with atleast 50% marks and must have a 1 year BEd.

DSSSB has opened vacancy for various post that include Trained Graduate Teacher (TGT), Assistant Teacher (Primary), Assistant Teacher (Nursery), Jr. Secretariat Assistant (LDC), Counselor, Head Clerk and Patwari.
Here's the eligibility for each post :
