Yes, the registration process of VITEEE for the admission in VIT Vellore has already started by the december 2021 and last date has not declared by officials yet.
VITEEE 2022 application form has been released that is uploaded on the official website. Interested students can check eligibility criteria and apply for this.

VITEEE Registration for 2021 will start in last week of November 2020.
You haven't mentioned your Nation of Citizenship. Nevertheless this answer is being written with the information available in the official website https://viteee.vit.ac.in/ . You should be either a Resident Indian or a Non Resident Indian National or PIO to be eligible for VITEEE 2021. SO if you were born in India, then you will select PIO. But if you were not born in India and do not have a Indian Citizenship you might have to select Foreign National and you have to fill a different application form that is available for Foreign Nationals. You can check that at: https://vit.ac.in/admissions/international/otherugprogrammes. Your Foreign Nationality, Valid Passport or National ID will be a proof of that. The website states that Overseas Citizen of India Candidates fall under Foreign Nationals Category.You can check that at: https://admissions.vit.ac.in/ugirapplication/, Admission is not based on entrance exam for Foreign Nationals. You being an OCI card holder must mean that you have the citizenship of some country other than India. Such citizens who are children of OCI or are themselves OCI come under the category of Person of Indian Origin (PIO)
so in short,
- select Indian if you have an Indian citizenship and live in India
- PIO if you are a citizen of some other country and are living in India (once you get citizenship elsewhere your Indian citizenship ceases to end)
- and NRI if you are an Indian citizen who lives outside India for more than 180 days in one year.
