For full fees reimbursement, your TS EAMCET rank must be less than 10,000 and your parents must not be Goverment employees and their income must be less than Rs. 2 Lakhs per annum, for General Category and OBC category candidates. You can get fees reimbursement if you are eligible and meets above mentioned criteria. Studying 12 th standard in Government College will not help you in getting Government College seat.
Based on your TS EAMCET Rank, the possibility of getting full fees reimbursement for you depends and in addition to that you must meet above eligible criteria mentioned. So you can get partial fees reimbursement. Cut-offs varies from year to year and depends on many factors like number of students appeared in the exam, number of seats available, category, difficult level of the exam, etc.

Since you are failing one subject, that is Physics, then it would be better to give re examination for this only like you have suggested. There will not be any problem if you can clear this exam and present the marksheet before the NEET admissions begin.
However, this is the academic eligibility criteria for NEET 2023 -
Candidates must have passed 10+2 or equivalent with Physics, Chemistry, Biology/Biotechnology, and English as core subjects from a recognized board.
Class 12 or equivalent appearing aspirants are also eligible to apply for NEET.
There is no restriction on the maximum number of attempts for NEET either.

If you have Mathematics in your 10+2 score then without any doubt you are eligible for the admission in NIT's. See in the best 5 score, the Mathematics score may get out of the aggregate score, but this doesn't mean that it turned to your additional/optional elective subject.

To score well in class 12th, one needs to understand the topics instead of just memorizing it. I can understand your doubt, as you are not able to understand your school teacher lectures and they also do not provide any extra classes for revision, so you feel helpless. In this case, I suggest you to increase your self study durations and try to find why in every topic instead of just what. Many students makes mistakes in this and they lose there important marks in Board examination. Make your own personal notes. You can also discuss topics with your good friends. If still you feel doubts, you can reach your class teacher explaining your problem and will definitely help you to find resolution and give you the right direction.
You can also watch YouTube lectures that explains the topic with illustrations instead of just words or in person. It will help you greatly to understand the topics.

The West Bengal Council of Higher Secondary Education is a West Bengal board established in 1975.
It conducts Intermediate (Class 12th) exam every year under the guidelines of West Bengal Government. The duration of exam is 180 minutes.
The scholarships are the asset given by government to the financially weak part of its society in the form of money for their education and growth.
The eligibility depends on what scholarship you are concerned to. Most of the scholarships have minimum passing criteria and no family member should be paying income taxes to the government. If some family member is doing government job is also not allowed for most of the scholarships. If your family members do not have any government job and earnings are too low, that the income do not come under any income tax slab, then you are eligible for most of the scholarships.
I suggest to always avoid loans, if one is eligible for scholarships.

So with regard to your query, the syllabus for the CBSE and WBCHSE are not at all same. However, some of the chapters might be same for both of them. CBSE is board for all the private and public schools across India under the Union ministry, whereas WBCHSE is a West Bengal State Board.

The admission to the Bachelors courses in most of the universities in West Bengal are provided on the basis of 10+2 score and not entrance examination. You can enroll yourself for the courses in Calcutta University affiliated colleges, Kalyani University & its affiliated colleges, Jadvapur University, WBSU Affiliated colleges etc. The admission to all this universities and its affiliated colleges through 10+2 score but in general, for a good course & college, the competition is high and need to have at least 80% and above score in 10+2. But there are also colleges in which you can take admission to the colleges.
Now if you want to go for the BCA course then also you can take admission directly. But if you wish to go for the course of Engineering/ Law/Nursing/paramedical/medical courses then you need to qualify some entrance examination.
