As per the college rules, those who have taken JEE mains are only eligible to apply and I'm sorry to inform that by using wbjee you can't get that.

My opinion is depends on your passion. If you're really interested in doing cs in VIT. Then VIT is the best opportunity for you to improve on all verticals. It's really a good university, with so many phds, with decent number of placements, with wide area either in sports/ for education.

According to WBJEE closing rank the next best institute is undoubtedly University of Calcutta (CU)... After that comes KGEC and then IEM, then JGEC and so on.. Choose in order :

Jadavpur University
Calcutta University
Kalyani Government Engineering College
Institute of Engineering and Management
Jalpaiguri Government Engineering College

Based on WBJEE Rank you have average chances but not much high chances. Also you can check your chances through the college predictor tool available. You will get a list of colleges you can get.
