It's quite difficult to predict that whether you will get seat or not as cut off marks/rank for medical colleges keeps changing every year depending upon various factors like number of students that appeared in the exam, kind of marks obtained by them , toughness level of the examination etc. As you mention with 516 score and from OBC category you have low chance to get seat in government colleges in MBBS.

GNM and ANM conducted by WBJEE is meant for Nursing courses. Both government and private institutions participate in the counselling process. For general candidates, GNM(GMR) should be under 2000 and GNM(AMR) should be under 1200. As you are of EWS category, EWS rank of 250 or GMR OF GNM should be under 5000 and for ANM, EWS rank should be under 150 and GMR should be at least under 2700 to stand a chance for securing a admission in government colleges. To get government college for MBBS in West Bengal in EWS category one need to get rank under 35k. But you score lesser than required. Therefore you have less chances for getting admission in government medical college. However you can get admission in private medical colleges under government state quota.
But remember that cutoffs changes every year due to various factors such as number of students attempted exam and number of students participated in counselling and, difficulty level of exam, reservations and more. So nothing can be predicted with certainty until the official announcement of cutoff.

In accordance to your NEET 2021 marks which is 313 ,getting a seat in BHMS in West Bengal as you belong to the general category. According to the previous years reports the cutoff for the General category were from 419-571. So through your marks getting a govt college of BHMS in W.B is quite difficult.
