If you are admission in West Bengal then okay. You are completed in BSC in chemistry but entry lateral in BTech which is not possible in anywhere dear.
If you want to join lateral entry in engineering course you have to diploma course in engineering subject. Like ece diploma or eee diploma then you can join BTech lateral in 2nd year. Otherwise from chemistry honours you can't entry dear.

First of all, a very heartiest congratulation for securing such good marks in your NEET examination. Secondly, I would like to say that each and every year the cut-off criteria get changed depending upon the merit list. This year it is expected to secure 50 percentile for general category ,for getting the chance of admission. The previous year's cut-off marks was 720-147 .

Yes as per the conditions you have mentioned in the question, you deserve Home state quota for NIT Durgapur and you can advantage of it in JOSAA counselling because for Home state candidates the cut-off goes bit lower as compared to that of Other state candidate because 50% seats are kept reserved for Home state candidates.
