No, you are not eligible for PwD certificate. If the vision in your better eye is worse than 20/200 with glasses, you are considered disabled. Disability certificate shall be issued by Medical Board of at least three doctors duly constituted by the State or Central government under PWD Act. For candidature under persons with disabilities category, candidates with a minimum of 40% disability are eligible.

Students from other states like Telangana are very much eligible to give WBJEE. If you don't have a domicile of West Bengal then you are not eligible for government colleges. If you comes under any reserved category then this will be not applicable and you will be consider as general candidate. If you have passed 10+2 with physics and mathematics along with technical vocational subject with atleast 45% marks in case of unreserved student, then yes you are eligible to apply for WBJEE. Also, you should be minimum of 17 year age to be eligible.

You can fill WBJEE form from the official website – wbjeeb.nic.in in online mode. WBJEEB has not announced the WBJEE 2021 application form date yet and it is expected to be released soon.

The condition states that for WBJEE General category candidates should have scored an aggregate of 45% in the three compulsory subjects in 10+2th (or equivalent) examination.
But there are are some institutes which have put up specific conditions like: Jadavpur University (Faculty of Engineering and Technology) Candidates should have passed 10+2 or equivalent examination with Physics, Mathematics and Chemistry as compulsory subjects with at least 60% (45% for reserved category students) aggregate marks.

West Bengal Joint Entrance exam is a state government controlled centralised test which is conducted by the West Bengal for admission to many private and government engineering institutions in West Bengal.
WBJEE will release the application form of WBJEE 2021 in the last week of January 2021 Or in February first week and the last date to apply for the same will be in the month of February 2021.
It is delayed due to ongoing pandemic.
