Your queries you have not mentioned what category you belong to. 65 marks out of 200 marks in West Bengal joint entrance examination is a good marks either and getting a good government college for engineering courses you have to secure rank 5000 and its below ..

As your ranking 31000 then it is not so easy to get a Government Engineering College for your study of engineering courses.
