See, the application forms for various engineering entrance examination in India start coming out in different months. For example, in regular scenario, the application form for Joint Entrance Examination Main's first session comes in September for January exam and in March for April exam, however, in the COVID scenario the scene has changed.
And the application form for West Bengal JEE or WBJEE comes in the month of December and accepts responses till January mid.

Congratulations on securing 6.7k rank in wbjee. So as per the previous year trends , you are quite eligible to get ECE branch but these things depends on certain conditions like number of candidates appearing in the examination, choices filled by the candidates, previous year trends.

So, with regard of you're query. Yes, you can enroll in state-funded West Bengal government colleges like Jadavpur University and Kalyani through WBJEE, however you cannot enroll in any IITs or IIEST using WBJEE. Therefore, you must register for the major national exams like JEE.
JEE Mains is the acceptable entry test for IIEST because it has been designated as an INI (Institute of National Importance) (which used to be earlier as WBJEE).
Therefore, you must take part in JEE Mains and finish in the top 30k on an all-India basis (for general candidate). Additionally, quotas come from neighboring nations like Bangladesh and Bhutan.

Well if you have not performed well in your WBJEE exam, then rather than taking admission through management quota, you should prepare for other engineering exams and score good in those. Anyways, if you still wish to go for Haldia institute of technology, you need to consult the agent and it depends how much donation you need to provide for admission in CSE department.
Usually, it may vary from 3-4 Lakhs excluding the college fees, which means you need to pay your college course fees, hostel fees and then the donation which is not a preferrable decision to carry forward. In addition to this, if you are wishing to get a good package then it shall be noted that not many top companies come to hire students here so better you reconsider your decision.
