See if you are a candidate from other state then you have to select three zone. This zones are:

If you need to choose a Zone, then keep Kolkata in the 1st preference followed by Howrah followed by Durgapur. Its in general that you will get the seat allotment in Kolkata or Howrah.

Since you've said that you are a non-domicile student of WB, so the chances for you to get a seat in Jadhavpur university is pretty low as the cutoff trends for state candidates is much lower as compared to other state candidates. However, it's just a prediction, as cutoff vary every year and it depends on the number of factors like Number of candidates appear in examination, difficulty level of paper and etc..
Looking at the previous year cutoff trends, the closing rank for the Mechanical and Electrical branch was around 400 and 500 respectively, and that was for state candidates. But, according to your rank in WBJEE, you have chances to get mechanical or civil or any other lower branch in spot round councelling as there are high number of chances for students to get a seat in spot round counselling.
But don't depend on Jadhavpur totally, instead you should also try for other government colleges in West Bengal. You have got brilliant marks so you will definitely get a good college. But you can also look your results in spot counselling as well.

WBJEE is a state-government POWERED centralised test, conducted by the West Bengal Joint Entrance Examinations Board (https://en.wikipedia.org/wiki/West_Bengal_Joint_Entrance_Examinations_Board) for admission TO private and governmental engineering institutions in THE STATE OF BENGAL.
the main eligibility for the exam is that the minimum percentage to be acquired in grade 12 should be 45 in case of the general category(40 in case of obc)
your past examination doesn't reflect on the wbjee examination so keep your chin up and crack the exam with your 100% best

With the exam of wbjee for getting into JU, you need to get a rank under 1500. For going for Electronics, CSE, Mechanical, Civil, Instrumentation etc., then the of need a very decent score, your rank should be under 600–700.
