As you have mentioned that you have got 23k gmr in wbjee entrance examination so you want to know your tfw rank so let me tell you that this rank can't be predicted because every year it differs as the number of candidates applying for it is different.
Coming to the second part of the question, your rank is such that it won't grab you top colleges lile iem, haldia, heritage, Jadavpur but it would give you future institute of technology.

It is very difficult to predict the actual cutoff of different colleges as it changes every year based on different factors like how many candidates appeared on your session,how tough the paper was along with how many seats are available in different universities and performance of candidates appeared. You have a good rank and can get CSE in government colleges like:
Government college of engineering and textile technology, serampore
University Institute of Technology, burdwan
Government college of engineering and textile technology, berhampore
Cooch behar government college
Ramkrishna mahato government is college
RCC institute of information technology
As for aliah University you can get ECE ans M.E but Getting CSE in aliah university is tough.

Being from West Bengal Domicile Category as well as General, I dont thik with a Rank of 5715, you'll have fair chances in securing IT, ECE or CSE in any of the Good State Government Institutions with extremely bleak chances in KGEC Kalyani and moderate chances in lower branches at JU,KGEC, Government College of Ceramic Technology, Etc. I would rather advice you to target some of the Good Private Engineering Colleges in WB accepting WBJEE Scorecard like IEM Kolkata, Haldia Institute of Technology, Techno India and Heritage, which definitely have good infrastructure as well as Placements as of now.

Hope you are doing well. The cutoff for ECE in Aliah University goes approximately up to 7000, usually. Although, it cannot be stated firmly at this stage, it is very likely that you might get your desired branch (ECE) in this university.

So, with15257 rank , you have low chances in EE in IEM i. e Institute of Engineering & Management, but decent chances in Heritage Institute of Technology, Kolkata

Hope you are doing great as per the question asked by you as there is no parameter through which you can judge a difficulty of the subject in a exam but it totally depends upon the level of paper that the subject is tough or simple if the paper is simple then cutoff increases otherwise decreases gradually.
