if we paid neet 2021 couselling (AIQ)fee, then do we have to pay state couselling fee??

Yes, definitely you will have to pay all india fees and state counseling fees both.
They both are different process and both are conducted at different sites accept for Delhi. Delhi counseling occurs along with all india counseling.
Neet 2021 cutoffs:-
General 50th percentile 720-138
SC/ST/OBC 40th percentile 137-108

Hi reader ,
ALL INDIA COUNSELLING and STATE COUNSELLING are both different processes conducted by MCC and respective state bodies . They are not related to each other .
hence you need to pay registration fee in both ALL INDIA and STATE counselling you are participating in both the processes.
