As per your requirement, i would say that,
Yes they are eligible.Only criteria is marks in PCB which is..
50%-general
45%-pwd
40%-sc,st
40%- obc
You definitely need to clear your exams of 12 hs only then you will be eligible for counseling. But without passing the exam, you cannot participate in counseling.
