In these exams, anyone from any state can appear for the exam. The eligibility for government quota seats for BSc nursing in Uttarakhand is restricted mainly to candidates who:Have a domicile certificate of Uttarakhand, or have completed their higher schooling in Uttarakhand. If you do not come under any two of these criteria, you are generally not eligible for government seats. These seats are reserved for Uttarakhand residents as per the state government policy.

According to me Without a Uttarakhand domicile, it’s nearly tough to get a government seat even with 78 marks. But you can try private colleges in the state or apply in your own state for better chances

It is unlikely that with marks of 137 out of 500 would get you admission in DAVV Indore. The score you have got is considered low for a BJMC college and it is better if try to seek admission in some private universities like Renaissance University, SAGE University, PIMR Indore etc.
