In 2019 a candidate belonging to OBC-NCL from other state with rank 4627 secured seat in NIT, Puducherry in Computer Science Engineering. You have not mentioned if you come under OBC-NCL or OBC-CL. If you belong to OBC-CL then you come under general category. In 2019 a candidate belonging to general category from other state with rank 15164 secured seat in NIT, Puducherry in Computer Science Engineering.
Cut off may increase or decrease this year depending on number of candidates appeared, difficulty of exam, number of seats available etc. You need to score minimum 97 percentile to 99 percentile to have decent chances of getting seat.

In IITs there is a provision of scholarship for students who are unable to pay the fees. There are various scholarship based on financial status and merit for students. In almost all IITs, tution fees is waived for general students whose family income is less than 1 lakh per annum. There is no tution fees for students of SC and ST. Also, scholarship varies from IIT to IIT. There are also various scholarship based on student's performance in exams. There are also various scholarship for girls to promote girls participation in engineering stream.
No, a student can't receive both the scholarship at a time even if he is eligible for both. However, the eligibility criteria for both the scholarship says that a student must inform the authority about any other scholarship he is getting. If he receives both the scholarship at a time and does not inform the authorities about it then a legal action can b taken on the candidate. And he may also have to return all the scholarship amount he had got.
