Yes BCA - Bachelor in Computer Application is somewhat equivalent to BE in Computer Engineering and the students who pursue this course study deep in computer applications
You may get an entry level position in an IT company but that won't give you a great package. You need to have MCA i.e masters of computer applications degree to increase your chances of getting successful in IT industry.
You have a bright future by doing BCA if you adapt to everyday changes in Computer Industry
No you cant get both domicile at one time. You can go for the govt. office and ask for help they will definitely help you in getting the domicile. They will tell you of which state domicile you can take and eligible for. As you have completed your 12th and domicile will be asked at the time of admission so go fast and make sure you have a domicile.
