No you do not come in the OBC category.However of you have documents stating you are an OBC category student then it's a different case.With information as little as being Jain is concerned then no,you cannot be considered in OBC category.

Yes, after completing your 5-year B.A LL.B from a university you will be eligible to apply and enroll yourself into your state's bar council which is regulated by the Advocates Act, 1961. After successfully enrolling yourself you have to appear for All India Bar Examination (AIBE) which is conducted twice a year. Post clearing the exam you will be a certified practicing lawyer able and eligible to practice in any state of India.

Yes, your brother can apply for B.Tech CSE or B.Tech Fire & Safety also. As, he has applied for B.Tech previously, he is eligible. I mean to say that the eligibility criteria for all the B.Tech branches are just the same.

Vit(vellore) is a good university and for ece it is worth. It has best facilities like labs and all but the category 5 fee is 3.95 lakh per annum deducted with scholarship. In my point of view it is heavy amount to pay that much of fee for that. As your parents are well settle and financial good means you can select thus Institute but your parents are financial not good means you can select another Institute.
At last there is no difference in education for students of different categories the only difference is of fees.Even though you are paying high fee also once you are step in the Institute all are equal. I mean the education is same.

If English is not an issue or even if it is an issue, I would recommend you to please choose schooling over any other options.
Ivy League colleges don't judge you only based on your SAT Scores, they also see how proactive and curious you are. What all you can offer as a person. So with schooling you will find many worthy opportunities and activities to prove your mantle. All these will ultimately help in your college application.
So, be it CBSE or ICSE, do CHOOSE schooling.
Talking about personal opinion, I would go for CBSE due to their being a whole lot of people to compete nation wide and number of competition and national level contests to participate into.
It depends upon the quota which you belong to. There are various reservation categories in KCET ranging from General Merit(GM) to SC(General). In General Merit too there is further sub division like GMR(Rural), GMK(Karnataka).
With 8700 rank you can get Veterinary College Gadag under SC(R).
