Generally cutoffs changes every year as it depends upon various factors like difficulty level of the paper, number of students appearing for the paper, performance of the students in the exam, etc.
But in general considering previous year cutoffs then i don't think you can get any government seat as last year the least preferred college was College of Agriculture Hanumanamatti, Haveri-Dist with cutoff around 5800.

the basic eligibility criteria to get admission in the course bachelors of education is candidate must hold a bachelors degree in any discipline and candidate must have secured a minimum aggregate of 50 percent marks at their graduation level and there is no any specific upper and lower age limit , however let me mention one thing eligibility criteria of B.ed vary institute to institute.

The rank list of keam is prepared by the avg. Marks in KEAM entrance test and 10+2 result, in the ratio of 50-50.
You have to score atleast 500+score in KEAM entrance exam to get rank in between 1-2500.

But in general considering previous year cutoffs then i don't think you can get CSE under 2A(General) or even Rural category as last year the closing cutoff was around 3600 for 2A general and 7800 for 2A Rural.

Computer Science Engineering at R V College is the most sought after branch. 285/300 in PCM to be honest is a ok ok score. Considering this , I think you need to score 160+ in KCET to guarantee a CSE seat. 160+ in KCET coupled with 285 in PCM will give you a rank of less than 150. I don't think you will get the seat in 1st round but you will surely get it in subsequent rounds!
