According to your percentile and previous year trend you can get NIT Rourkela with the branch which you want but you can get these branch with the integrated b-tech course only this answer is given on assuming that you are not eligible for state quota because you can not mention your state here. If you have state quota then their is some chances to get only b-tech course with this branch.

Though there is no official release of cutoff marks and rank by the IISERs but it is very unlikely i.e impossible to bag a seat in any of the IISERs with 21 marks in IAT with any kind of reservation.
It is generalised that about 75+(with reservation) in IAT may get you a seat in the newest IISERs. But 21 marks is too low....
Please note that that the board cutoff for every board is relaxed upto 60% due to the COVID-19 crisis. And you just have to cross the cutoff, it doesn't play such a big role for getting you in the merit list, only your marks in IAT does(along with your reservation)
There is no need to be disheartened...you can try again and excel in the exam again. When there is will, there is way !

As per the recent guidelines issued by UGC, academic year for 1st year students may commence from November 1. However it will depend on the institute as to when they will start classes and whether it will be online or offline. Based on an earlier announcement by the Deputy CM of Karnataka, Dr CN Ashwath Narayan, offline classes for higher semesters was to begin from October 1, but that is now ruled out because of the ever-increasing COVID-19 cases and the situation is especially worsening in Karnataka.
So, you may expect online classes to begin sometime in November, but this may get delayed further.

Generally in class 12th students students take coaching of three subjects irrespective of their command on the subject as you'll need to clear doubts on questions. I'll suggest you to join a coaching which gives good contents not just cheap and provides no good contents. So first get feedbacks of the coaching and then join them.

According to the your query both of college provides good placements but every college fees charges depends upon colleges facilities ,infrastructure and board members will decided the course fees .But if we compression of placements then only computer science and Information technology placements is good rather the other courses .
