According to your marks there is a change that you get a good college in DU but I didn't say that you get hindu college.
Pervious year cutoff is approx 95-97 %.

For percentage deduction it is true if you choose different branch then there is some percentage deduction.

A rank of 127549 in CRL is a bit low of a rank. Due to the competition increasing by the minute everyday, the need for scoring higher marks and scores keep increasing more and more. Hence, unfortunately the top nits and IIITs would be tough to get into with this score. Also other Centrally Funded Technical Institutes ( CFTIs) such as the IITs also would be a bit tough.
However, since you have mentioned that you belong to the ews category, the chances of you getting into some some of these universities are a bit more. There are some other universities into which you have a good chance of getting into. Hence I would suggest you to apply for other universities. But due to the high competition it would be advisable to apply to other universities if you are focused on any specific department.

Yes North East NIT specially NIT Agartala is safe for students coming from any part of India.Even there are more students outside North East area in Agartala then the local students.The eniveronment and food is also good for students.

With 80 percentile in jee mains, your rank would be around 1.5 lakhs to 1.7 lakhs, and as per previous years records you can get seat in mechanical, civil or any other branch in HBTU but there are no chances to get cse there.
