admission in IITs is completely on the basis of JEE advanced rank .

There's no relationship between neet 2020 and neet 2021 as while filling neet 2021 application form you do the fresh registration and then fill the application form.
Moreover, your both boards are valid as It's not like you have given two regular board examination in the same year if that was the case then this would have been illegal but this isn't the case with you as you have passed 12th from state board in 2020 and cbse board in 2022 i. e different years so it's completely legal.
