On such CRL rank your OBC-NCL rank is expected to be somewhere around 30-35k
On such OBC rank you have no chances to get any of the NITs or IIITs or GFTIs as the ST rank closes around 22k for such colleges. You can get an idea from previous year's closing ranks available on the official website :-
