Yes practical exam is compulsory for bsc agriculture.
For any course in science stream practical exam is compulsory without practical exam you are not able to do anything. For any science stream practical knowledge is much needed without that you won't understand anything.

National Eligibility Entrance Test (NEET)-UG is a national level entrance exam to take admission in various undergraduate medical colleges and universities for MBBS and other medical fields.
NEET result is valid for one year in India after which you need to reappear for admission, if not qualified in previous year.
But, if you want to study MBBS abroad, NEET score is valid for three years . As you have mentioned you were appeared in 2019 then it is valid till 2022 (this year). If you apply now, you are eligible.
For next and upcoming three years, you need to re-attempt the exam.
