There is a cutoff date for withdrawing the fees after Round 1 that the university determines. Yes, you might still have an opportunity for admission into VIT-AP with a specialization in CSE in the SC category despite a rank of 219067. Since you missed regular counseling, please go straight to the VIT-AP admission office and inquire about spot round options, or if there is any opportunity in the management quota. In the SC category, sometimes students obtain seats as late as a second and/or special admission phase. This is particularly true in new campuses like VIT-AP, and there often are SC category options available. Your home state of UP will not impede any eligibility, but you need to act quickly.
