Yes you can but for this you'll need to clear fee as your RLF pass means your final result is pending solely because of a fee issue. To proceed, you must settle your fee account with your BCA college and obtain the official result,

Then you have to submit your completed, clear consolidated mark statement when applying for admission in msc course.

Yes you can take admission in MSc if you have RLF (Reapper/ Allowed to keep term/ Backlog) pass in your 5th semester of BCA provided that your clear the backlog before final admission confirmation or before the issuance of the MSc degree. So you will be getting a provisional admission on the basis that you clear that backlog.

Yes, you can apply for M.Sc. IT after BCA, but you must clear your 5th semester RLF/backlog before final admission. Most universities allow provisional admission if the student is awaiting results, but all papers must be passed by the time of document verification. If you fail to clear the backlog, your admission may be cancelled. So, you can apply now, but ensure you pass the pending subject before the deadline.
