OEC is a Category that stands for Other Eligible Communities. And this is seen in the State of Kerala. These are the Communities that have been recommended to be added to the State SC and ST list. That is why they are Categorised into OEC (SC) and OEC (ST). EWS Category is not for OEC Candidates. EWS reservation is for those Candidates who belong to General Category and do not benefit from any of the reservations of OBC,SC,ST. Now OEC Candidates can claim SC/ST reservations and so they are not eligible for EWS reservation. Your Caste Certificate should be enough for OEC SC reservation. But you cannot claim EWS reservation.

Hi , as per the category you have mentioned if you have the required caste certificate then on the basis of that you can definitely get reservation in NEET. Talking about Ews category , this category is for those who belong to general category and whose family's gross annual income is less than rs 8 lakhs per annum and who definitely not belong to SC/ST/OBC  category . So according to this you cannot apply for both reservations as you don't qualify the criteria for ews category.
