Dear Sir / Ma'm, the counselling for 15% All India Quota and the 85% state quota counselling takes place on after the other. All students who have cleared the NEET with the required qualifying percentile can apply for both the counsellings. While All India counselling takes place at a time, different states have their own respective dates for their own counselling. So, according to your question, yes you can apply for both the counsellings.
