As you mentioned ,that you have secured 190000 obc NEET rank ;you have slight chances of getting admission in ESIC Dental College,Gulbarga under state quota.

As last year's cutoff of ESIC Dental College ,Gulbarga was 192465 rank for obc category ,even in Government Dental College and Research Institute,Bellary cutoff was 186700 rank.So ,you have chances toget admission in both the dental colleges.
