If you look at the eligibility criteria, it says that you should have studied in Assam from Classes 7th to 12th. And either you or your parents should have stayed in Assam for atleast 20 years. So even if you haven't studied from 7th in Assam, if your parents have lived in Assam for atleast 20 years, you should be eligible.
