Am i still eligible for MEXT if I'm already in a university and want to transfer to japanese university ?

For undergraduate applicants, MEXT requires students to start from the first year of the program, regardless of any prior university education. However, if you are applying for a postgraduate program as a research student, you can be eligible for MEXT while already being enrolled in a university, but you would need to start your studies afresh in Japan. In either case, MEXT does not support mid-degree credit transfers. Usually, the MEXT (Monbukagakusho) Scholarship does not allow for transferring universities. if you are enrolled in a university, you cannot withdraw from that university to apply for a MEXT scholarship to continue your studies at a Japanese university. You can apply as a new undergraduate or graduate applicant, but you would have to start your program in Japan again from year one.
If you are looking to pursue graduate studies (Master's, or PhD) you can also apply for MEXT Research Student category as an existing student.
