Well almost every b-school in India is autonomous. The following is the list of top b-schools who have fees less than 12 lakhs.

FMS Delhi
IIT Delhi
IIT Mumbai
NITIE
JBIMS
IISC
IIT Madras
IIT Roorkee
SIMSREE
