Hello,
NCL (non creamy layer) certificate is for the backward classes who are given certain concessions in schools, colleges/institutions, jobs, etc. To be eligible for NCL certificate, the family income should be less than 8 lakh per annum.
Central OBC certificate is a certificate issued by the central government and that can be valid all over the concerned Country i.e India in our case.
