No, you can't take admission in any private or govt BHMS college in India without neet. NEET is mandatory for taking admission in this course and college are allotted on the basis of your neet marks and rank.

NEET is a pen and paper-based exam conducted for admission to 91,415 MBBS , 26,949 BDS , 52,720 AYUSH, 525 BVSc, and AH seats.

BHMS is an undergraduate degree program of five and a half years including a year of internship. In BHMS, the candidate gains knowledge of Homeopathy medicine and surgery.

For admission to Bachelor of Homeopathy Medicine and Surgery - BHMS course in India, it is mandatory for aspirants to qualify the National Eligibility cum Entrance Test (NEET) entrance exam after passing Class 12 or equivalent examination.

That is not possible because NEET is the sole and mandatory entrance examination for admission to Medical, Dental, Ayush, and Veterinary Courses throughout India. If you want to study Homeopathy as a Bachelor's degree across India, you must take NEET, even if it is at a private college. Direct admissions and admissions without the NEET are no longer an option. As a result, you must appear for NEET. Previously, there were State Level Entrance Examinations, followed by direct admissions. However, with the elimination of all State Level Entrance Exams in favour of NEET, there is no direct admission without NEET.
